In favour were mayor Grant Smith, Aleisha Rutherford, Brent Barrett, Rachel Bowen, Zulfiqar Butt, Vaughan Dennison, Renee Dingwall, Patrick Handcock, Lorna Johnson, Orphee Mickalad and Karen Naylor.
