In favour were mayor Grant Smith, Aleisha Rutherford, Brent Barrett, Rachel Bowen, Zulfiqar Butt, Vaughan Dennison, Renee Dingwall, Patrick Handcock, Lorna Johnson, Orphee Mickalad and Karen Naylor. Against were Susan Baty, Lew Findlay, Leonie Hapeta, Billy Meehan and Bruno Petrenas."
