Targeted tax to grow the economy

The Labour Party wants a transformation of the New Zealand economy - to have wealth created in New Zealand, by New Zealanders, for New Zealanders.


We have announced significant economic policies including a future fund seeded by key state-owned assets and supporting our surging game development sector, to keep talent in New Zealand and diversify our export sector.


We have also made it clear that primary health needs a boost. Getting people to see their GP before they need more specialised care is the best way to keep people healthy and in work, and to keep costs down.


That is why we will provide three free GP visits for everyone annually.


We also need to encourage people to invest in things that create wealth - research, enterprise and education. That is why we will introduce a tax on the increase in value of real estate (other than family homes and farms).


The revenue from this will all go to funding the increases in health spending that are needed to give New Zealanders the comprehensive and universal health care that we deserve.


The start date for the new tax will be 1 July 20217 - any increase in value before then will not be subject to the tax. This means that the tax will take a while to bed in, but over time will become an important source of funding for health.


The tax will be simple and targeted:


What: Only real estate other than the family home and farms will be taxed. Nothing else.

When: 1 July 2027. Only increases above the property value on that date will be taxed.

Who: Nine out of 10 New Zealanders wont’ pay any tax on the property they own, but everyone will get three free doctor visits per year with our new Medicard.

How much: 28% of the increase in value of the property between 1 July 2027 and the date of sale (which is the same as company tax).

How the Medicard will work

Labour will make it free to see your local doctor. To see the doctor, all you need is your Medicard, saving you money each year.


Most Kiwis see their doctor on average 2.5 times per year so this will take real pressure off household budgets.


The initiative will be paid for with a simple targeted tax on the profits earned after 1 July 2027 from the sale of commercial and residential property (excluding the family home).


90 % of Kiwis don’t own more than one property. But every New Zealander will get free doctor visits with their Medicard.
